First off if you've not bled the PS system, do it now: Jack up the front end so the front wheels are free. Then with the engine idling turn the steering wheel both directions as far as it will go several times to work the air out of the system. (Make sure the reservoir is full before you begin!)

Does your Charlynn have it’s own dedicated (belt drive) pump, or does it get pressure from a live hydraulic pump and priority valve?

If a belt driven pump, check fluid level in the reservoir and make sure the belt is properly tensioned. You can do a rough test to determine if the pump is working by disconnecting and plugging the output line, then removing the belt and trying to turn the pulley by hand. (If the pump is good it will be extremely difficult to turn when plugged, yet turn easily and will discharge fluid with the outlet is open).

However if PS runs off a live pump pump thru a flow divider (priority valve), it could be the flow divider is bad.

If neither of the above either the Charlynn motor unit is put together wrong (there’s internal parts that must be properly timed when assembled), or it’s simply worn out.
