Do you have the original IH mag on it? If so, the lever up by the
gearshift should be retarded fully when starting it. Once
running, you can advance it as much as you want. Do you hear
the impulse coupling tripping when you crank it? If not that
could be the cause as well. The impulse coupling is designed to
retard the spark too.
