Like the others have said check fuel flow out the bleeders on the fuel filtes if the flow is not a good flow then replace the filters and bleed till you get all the air out . If you don't have good flow then remove the fuel line from the filter that goes back to the tank and apply air pressure , just a short shot should do the trick . If this is noit the oporblem the remove the return line fitting off the top of the pump and try and start the tractor if it starts then clean it out but becareful not to damage the check ball that is in that fitting it is small and won't take any abuse. as for the brake the sump check plug is leaking and not holding hdy. fluid against the brake valve common problem .
