Yes they can get weak over time. Usally a condenser will be like the old briggs small engines they just go without warning. If you have a multi tester with a ohm meter you can test the coil. The little knob on top to either the wire that comes out or the aluminum tang that hooks with the screw into the coil core they should be the same and a good high output coil will put out about 12.7 I would discard for a new one myself under 10.7 some say down to 8 but thats getting pretty weak.If you want a professional reading you would need better equipment to test it with. This cub has a 27 hp kohler in it.
