My short answer is:
If it is a lift only, one way main cylinder, and the oil is comming from the top of the cyl where the chrome rod comes out, the cylinder is "bypassing". This means the piston is leaking oil past cups, or o-rings. If you tear it down make sure the cylinder is not scored on the bore. It should be as smooth as glass. if water was allowed into the cyl (long exposure outside) the cylinder may be pitted causing seal dammage. the only way to fix it is to hone the cylinder. (usually a good hydraulic shop can do it).

If it has been a long time sence it was uswd, and maybe left in the up position, Id check the oil in the tractor hyd. then gently/slowly lift the loader up to the top INCREMENTALLY. catching the oil in a pan. Then try the loader in use. If it seems ok use it a bunch it may just need to be operated. If it leaks down all the time, it is to the shop you will be taking it.
