The parts book calls them an open rear wheel, at least three different versions of pretty much the same wheel. More commonly known as Texas wheels or sand wheels, around here at least. They are just two flat rings with diagonal flat irons connecting them, right? You can run them "open", or bolt on a two piece band that covers the open face of the wheel and carries conventional spade lugs. I have seen a lot of Farmalls on steel but only two sets of these that were complete with bands and lugs.
