IH 300 U - Leak at the axle

Just purchased a '55 300 Ute and noticed a leak at the axle at the right rear tire. Fluid that's hitting the tire is whitish/cream colored. Is this hydraulic fluid or gear oil?? Do I have a bad seal and if so, how hard is it to replace?

Also, one brake works and the other doesn't. How bad are these to fix? I've seen from other posts that these are disk brakes but I may need a special wrench to adjust??
