hydraiulic help on Farmall 460 Gas PLEASE!!!!

Ok here we go. let me start at the end I have replaced filter and fluid and checked level. I have replace the orfice in the safety valve. check for worn parts. and have not fix the problem which is when all three control levers and in the center position you can here the hydro pump build pressuer and the engine lose rpms when I move the vales off center the rpm's go up and the hydro pump sound nornal. What is wrong? I have temporay used a jumper hose between two ports and bungy one of the levers open. this relives the pressuer on the pump and the engine run at normal rpm. but I dont want to leave it like this Thanks for your help
