Thanks to all who responded. After reading the follow ups, I went out to the shop this morning and stared the tractor. Same problem. I looked at all 3 valve selectors and they all were fully engaged in the "DOUBLE ACTING" detents. I moved all three to the "single" detent and then back to the "double". Started the tractor and prblem was GONE. Cycled all levers several times and everything worked. Must have been something hung up in on of the valve selectors. Thanks again everyone. P.S. the orfice and screen that TDK talked about is located BETWEEN the 2 large bores in the regulator valve. The picture in the manual makes it appear to be under the spring and rider but it is actually next to it. I already had that part and cleaned the screen and made sure the orfice was open.
