The lever on the belt gearbox can be mounted backwards. A nut on the inside of the gearbox holds it on. It was probably changed so the belt drive could be started and stopped from the left side of the tractor without getting in the belts way.
All my H's have the starter button on the steering column. I have seen a foot starter on ebay that when stepped on would push the lower button tho.
