The curved bracket you are asking about is for keeping the hydraulic hose up and out of the way, I removed one just like it from my M. The '39s and some early '40s had the belt pulley engagement lever facing the direction that yours is. My mid year '40 H and late '40 M both have the belt pulley lever in the more familiar location, so I am thinking that maybe the belt pulley on your '44 is not original to the tractor.
