FARMALL H IS SNORTING THROUGH CARB!

I've been fixing up an old H and everything's
working great except for the carb. She runs
great if I pull start, and it will idle very
well but won't start on it's own. She kinda
snorts through carb also. I'm guessing it's
a timing thing of some sort but could use some ideas as I'm new at the game. Thanks for any help
