What is it for?

Ok guys this is my question. As you are looking at the crankcase oil filler, and on the filler its self, there is a hole bored in or cast in on the right side, on the H or M. On one of my M's it actually has levers, not attached to any thing, but they are there. What is it for? Thanks guys.
