Couv, I don't see another spring in my manuals, but I DO see what is either a nub or the tip of a tiny spring on the rear of that piston in the manual picture. I just could not remember if I had a tiny spring inside the safety piston, so I took the picture I had of the innards of my touch-control and 'blew' it up to look at that #20 safety piston...
...but I STILL can't see if that's a spring peeking out, or a solid nub on the rearward end of the piston (rearward being 'down' in the pic and rearward on the tractor). You also said "it is small enough to fit inside # 20 safety valve piston". So I would say that if your safety piston does NOT have a nub, and your mystery spring fits in there, then you have a match.
I did NOT have a spring that came out from that bore AFTER the piston came out, nor do I see one in the manuals.
BTW, when I placed my pieces on the table, I kept them properly oriented as to how they came out, so orient your piston as it is in the picture when you put it back in.
You're throwing a curve ball when you say 'the #20 safety piston pushes against a ball". The only ball I remember is in the next bore under.
BTW, if you want to remove the #26 Pressure Regulator Valve Seat, get one of these sockets like in the picture. I forget it's particular name, but I got it at NAPA.
Hope all this was clear! If not, or you need any other pictures, ask again.

Sadly though all his efforts seemed to be a waste of time and money as he still couldn''t get the temperamental old thing to run correctly!! If i said that this was a little frustrating for him that would be "conservative" in fact the problem had reduce
