THis is an easy one (unless this does not work).
Leave the gas turned off and remove the bottom of the carb. there will be a float (brass) inside that has one of two problems.
It may be filled with gasoline (not terribly likely), or the needle valve it pushes up on has some junk stuck between it and the seat. Look carefully at the assembly to get it back together correectly, then Pull the pin on the float, clean the needle valve, and shake the float to check for gas in it. Go after it!!!
