706 Hydraulics

When I started my 706 yesterday (10 degrees outside temp)the some of the hydraulic system didn't want to work. The rear lift arms worked right off, but the loader took about 30 minutes of warm up before it would lift. After about 45 minutes the power stearing still didn't work. After talking to the local CaseIH dealer / mechanic, he said that either have water in the system, or the wrong type / grade of fluid is in the system. He told me that I have to warm the tractor up real good and then drain the whole (17 gallons) thing. Has anyone else experienced this? If so what did you do to fix the problem? Thanks
