Do the round holes go thru? If they do, that's the original set up. The sides have "irons" attached to them. They are basically a flat piece of steel that have a round, threaded end on them. The threaded end goes thru the round holes in the floor and have a flat washer and nut on the bottom. The irons hold the side boards "down" into the notches. The sides on these wagons were usually only a foot and a half or so tall.
