If the drain plug in the bottom of the choke area in the carburetor is plugged, and if the needle and seat are not sealing, the fuel could be getting high enough to go out past the throttle shaft and then over to the governor and into the engine oil.

Is your engine running rich? That is the next place I’d start looking is for black smoke coming from the exhaust. If so, then the carburetor needs attention either float level too high, needle & seat not sealing, or just plain set too rich.
