60 C-3 mower on Cub --- too big?

First off, thanks to everyone who has helped over the past days identifying my mower deck, helping get it mounted, and helping out with belts. So far I have gotten it mounted, figured out the wrong belt (1 long one instead of 3 separate ones) came with it and I replaced them with correct ones, and have got it running without belts popping off. My issue now is, when I engage the PTO it really lugs the engine down and I can barely go in 1st gear without killing the engine, even with the deck up in the air and not cutting grass at all. I loosened all the belts past where I thought they should be and that helped some but it still wouldn't cut grass. So...I removed one of the end belts so only 2 blades were spinning and again that helped a little, but not enough to mow. If I disengage the PTO the engine roars back up to normal speed like nothing. I chekced and rechecked belt tension, I can spin all the spindles by hand easily (even with belts on), and the idler pulleys spin fine also. Am I asking too much of the Cub to run this mower? I thought trying with 2 blades (~40 inches cutting) would give me an idea if I could handle a C-2 mower or a 42 inch Woods but I don't think it could even do that. Sorry about long post but I need to get this mower working in the next few weeks as my brother is coming 1200 miles to pick it up. Thanks in advance!
