When I rebuilt my H a few years ago, I found that the gears had worn a path in the cover. I took the cover off and surface ground it to flat. I took the gasket out entirely. I would also check the pressure relief valve, the spring might be gone. My oil pressure is excellent. I tried for .001 head spacing. Easy.
