W9 carb tuning

I have my W9 up and running, but having a few little issues. Most are nothing but putting some time in to fixing, but a couple I want to ask about. The left side steering is loose, the bell crank that the drag link attaches to rotates a little in regards to the spindle. I haven't pulled it apart yet to see, are these parts splined? That would mean that to tighten up would require replacement, correct? Not a big deal, I have a parts tractor now. Second, what are the standard carb settings? I think it's running a little lean, when pushing dirt, it will start running rough, little bit of choke will bring it out of the rough running. I need to pull the carb apart, think there might be some gunk in there (tractor sat for 5 years, gas drained). Thanks for any help.
