F-12 fuel pump problem

My dad took the springs out of a different pump that felt alittle bit more stiff that the pump we had on it. It seemed to pump fuel better, but would only pump up to the top of the fuel line by the carb, but would not pump any farther. I am also thinking that the fuel pump push rod may have been farmerized, it only pushes about 1/4" out from the block, the rod is exactly 7" long. Could this possibly be my problem??
