Farmall 706 TA Steering Problems

Can anybody help me

I've got an older 706 Farmall that has a real TA problem. Sometimes it just doesn't want to get going , so I flip it between Hi and Low a few times and of it will go, I've also notice that if I turn the steering it usually won't go at all.

Because the tractor is old I don't want to put much money into, I was wondering is it possilbe to lock up the TA so that it will always go.
Somehome make it so that I don't have a TA.
