I beg to disagree if lever is pulled back and pump is working outlets will have pressure no matter if they are capped. The only way this pressure can be relieved is to lower lever or leak down through faulty valve. On the other hand if cylinder is hooked to system it will only hold amount of pressure required to exspand cylinder. The recomended way to check maximum pressure pump can build is to cap 2 outlets and put pressure guage in 3rd outlet.
