Power steering hydraulics

I was raking with my Dad's Super M this weekend using one of those hydraulic tandem rake hitches. The tractor has live hydraulics and power steering plumbed in via a diverter valve.

Every time I pulled the lever to steer the back rake, I lost power steering. Frankly, the tractor would've steered easier without the power steering at that point.

I'm wondering if we should've plumbed the priority circuit of the diverter valve to the steering, and the "bypass" side to the main hydraulics?
