what a W-450 is worth?

i am wanting to buy an international w-450 to run a feed grinder off the belt pulley. The tractor is cosmeticaly sound, and the guy says it ran about a year ago. The seat however isnt stock, the air cleaner glass is broke, and the belt pulley is completely shot. He wants $1500 just cuz its a w-450. I was running over some stuff and noticed a guy bought 1 in cananda for $250 with same optns. that one has. Am i getting screwed or what should i give him I think about $800 is fair. any opinions. thanks
