Servo action in shoe brakes is the issue. This is the force on the shoes caused by the shoes themselves wraping into the curve of the drum. The leading shoe is always found by noting the forward direction of rotation (CW on right side, CCW on left), and the fixed anchor point of the assembly. in almost every case it is in the same location as the wheel cylinder. This fixed post takes the push of both shoes. The leading shoe will be the shorter length of lining. Taking the left wheel (drivers side) and with the fixed post and cylinder at the top, the leading shoe will be on the left (towards the front of the trailer). This shoe pushes on the secondary, or trailing shoe with the combined hydraulic or electric pressure) and its own servo force. the larger secondary shoe is longer so that even with more force on it they both wear about the same, and heat about the same.
