With the Ign push/pull off, put the tractor in high gear and shove forward and back on the top of the rear tire. this rocking action will bump the starter loose (a common ailment). If the engine moves (even a little from looking at the fan while shoving) the starter is free. If rocking does not free it, loosen all the starter bolts 3-4 turns. If it is free and does not turn then starter, or batt, or connections/wires are to look at. Good luck, Jim Nicholson
