That was a place to get vaccuum . A lot of dairy farmers used tractors to run vaccuum operated milk machines in case of a power falure. Some had a petcock installed on manifold for that. We used the C once and it would run 2 Surge buckets if you were careful starting them out. Worked best at idle speed, more vaccuum then.
