It doesn't do anything but keep the baler flywheel from running your tractor through the fence. You still stop the PTO when you step on the clutch. I pulled a New Holland 315 with my H for the last two seasons and it did just fine. BTW the 315 had an over-running clutch (ratchet) built into the slip clutch assembly on the flywheel. If you purchase a baler made after about 1960, it should have one in it. I just bought a Massey Ferguson model 12 hay baler that has one.
