Why would you want your headlights to flash? That's pretty dangerous. In the first "on" position, you want the road light (inside lamp) on each fender and the lamps beside the fuel tank (if you've still got them) to be dim, the tail light lit up red, and the rear orange flasher on. The second position is the same, only the road lights should be on bright. In the third position, all headlights should be on bright, the rear lamp should be lit up yellow, and the flasher should be off. The generator will be close to it's max capacity, but you'll have a few amps left, and I'm sure you don't run for more than a few hours with the lights on. The switch is what I'd worry about. Add a couple relays.
