As CHKS pointed out, its a 6 not a 4. I have an I4 and just hit the 4 out of habit. The two Is on the plate look like they were stamped with a screwdriver, just like every industrial Ive seen like that. The anchor gives away the Navy use, someone else would have to explain that as I just know the anchor was a Navy tractor, probably a construction outfit, or at camp or something. Also did it have a foot accelerator on it? It also has industrial fenders, a W6 would have the come closer to the ground at the back.
