Lost power steering on 300 utility

On my 300 u the controls for the hydraulics are on the tank on the right side of the seat. From the back pair, the instide goes to the power steering and the outside the 2 point. The control units and 2 point cylinder were leaking. I took the units off and the cylinder, and replaced many "O" rings.
On the inside back unit (power steering) all I did was I removed two retainer plugs opposite of each other and replaced the "O" rings on them.
Seems I have gotten the leaks fixed, but now the power steering does not work!
What could of happened and how do I fix it?
