The pump is not related, it idles when not in use. The simple tach dwell meter can do you fine for RPM. It attaches to the dist. side of the coil and measures RPM directly. Another way (more complex) is to use a strobe tach. One adjusts the strobe till the front pulley is stop motioned in the strobe, and the RPM is read off the LCD, or analog meter. Another way is to buy a four cylinder Tach from the auto store, and hook it up as directed. (if 6v, be sure it is compatible) A timing light is not needed (unless you want to be extra nervous about the centrifugal advance system etc. The static timing has worked fine for Letter series and beyond.
