Thanks Gene. I tested the generator at work today. It showed around seven volts and was motoring on its own. I decided that since I had it off of the tractor that I would go ahead and put in new brushes, bearing, and bushing. I tested the wiring and all wires have continuity across them. I am not sure how the high charge low charge works. My guess is that it produces different resistance to get different charge rates. Anyhow, for now the regulator will be the culpret until I get the battery charged and test voltage with my meter.
