Probably not timed correctly.
Make absolutely sure #1 is top dead center.
Slot for mag should be just a little clockwise of horizontal.
Turn impulse wheel on mag until rotor points at or just a little in advance of #1 distributer cap post.
Impulse should be about horizontal at this point.
Hang mag on engine and rotate counter clockwise until mag touches block.
Rotate engine up to next firing point and stop at top dead center.
Rotate mag clockwise until it fires or trips.
Lock it down. Should run!
