The governor is located on right front(sitting on tractor)of engine. Distributer is just behind it and should be removed before removing governor. I believe there's 5 bolts that hold it on. Have someone move throttle back and forth(engine off) while looking in this location and you'll see the throttle rod moving the lever on side of governor.
