Dan: Usually there is not a whole lot wrong with these. Spring and thrust bearing are usually the culpert. Ocasionally bushings in the throttle shaft. Governor can be removed without disturbing distributor, you will skin a few knuckles, perhaps utter a few choice words. Some recomend removing rad, that will make it easy. I quite often loosen rad, unbolt at top to let top tip foreward. Depending on tractor model, you may get off just removing shroud around fan.
