M clamshell fenders?

Are the clamshell fenders -curved over tires-, on a early IH utility tractor the same as those that I have seen on a M. There was a set on ebay this week that where smooth with no light mounting holes or stamped bose for light on them. The set I found at junkyard, one fender is smooth and one has light mount with holes. My neighbors 400 has same fenders as I found. What is correct or is there two kinds of clam shells?
