I will take a shot at this. First off, I have a TD-14 that was built for the Army during the war. It is fitted with a bomb loading crane. The front cover has the provision for the service meter although the meter is not installed. This being the case, I would assume that all 6,9,14,18,24 series motors could be fitted with a service meter. Second, all gas and diesel motors use different front covers. Third, different sized motors used different front covers. Fourth, all the service meters appear to be the same. Not true. The gas and diesel meters rotate differently. The gear sets (worm and pinion) are either left or right hand lead. If the Gallion used a gas series 6 motor (M sized) you could use the front cover and meter. Don't forget to take the worm gear off the shaft that drives the ignition. If the road grader has a Super M type motor, I would assume that front cover will fit a M but I won't guarantee it. The parts book won't help either. The castings are sllightly different due to modifications for mounting the live hydraulic pump on the Supers. BTW, I am looking for the worm gear that fits a Super M gas. It attaches to the hydraulic pump. The lead is left hand.
