We have a 504 that was repaired before we got it. Someone drilled the shaft and arm. Then put a 3/8 or 7/16 grade 8 bolt through it. Another idea is to remove the arm and split it using a saw or die grinder and thin abrasive disk. Squeeze it together at the cut in a vice and weld together. This will take some, if not all, of the "slop" out of the arm. Or you could just do as you Cowman suggested and weld the arm to shaft. Don't worry about seals, as there are none in the spindle.
