W4 drawbar

A question regarding the drawbar on my 49 W4...it has a bolted on piece at the hitch end on top so that it appears to be split. Is there a name for this type of setup? I'll post a pic in "Help Identify". Additionally, it was held on w/ two bolts probably original to the tractor which i had to cut off (bent but rusted on)- in doing so i noticed these bolts have a large hex- or oct-agonal head but a slim shank. Dont see any like them in the local hardware store - does anyone still supply bolts like this? Thanks in advance for any input.
