You should be able to go with the oversize pistons with a sleeve/piston kit and no machining. You would replace the pistons and sleeves. Stepped pistons would increase the compression ratio.
Both would tend to improve power, but I don't know a horsepower number to tell you.

Seems to me that most people do one or both when rebuilding. If you want to pull with it you'll need all you can get.
