Good chance it's the throttle plate - it should close tightly with the idle stop screw backed out.

With the carb removed from the tractor, loosen the two small screws holding the plate to the throttle shaft (so the plate moves a bit on the shaft). Then with the idle stop screw removed, tightly close/hold the throttle by hand while retightening the screws.

The other possibility is a vacuum leak - most likely at the carb/manifold or manifold/head gaskets.

Properly adjusted and with no vacuum leaks an H should easily idle to 450 RPM or even slower.
