As noted in your previous post, the throttle valve is not a precision instrument. I have never put a tach on any of mine, but I can screw the idle speed screw out until it dies. I wouldn't worry about the spec. The important part is that it will idle "slow" and not hesitant when advanced immediately to wide open throttle. I imagine if you have the idle mixture screw only 1/2 turn off the seat, it may not do that. I forget whether you said you cleaned the carb, the idle circuit could be partially plugged.
