Two items are possible causes.
The throwout fork may be bent (as you seem to indicate) this may cause the clutch to drag when running, but not when shutoff. A clutch is a dynamic item and the wt of the fingers and parts can change the circumstances. If it is a new PP I assume the disk is good. If the adjustment is "all the way", there is something bent. The freeplay should be about 1 inch (movement before the pedal starts to resist). adjust it to 1/2"and see if the problem is worse, or better. If this helps, I'd say the forks are bent.

A stickie, rusty or tight pilot bearing in the flywheel that holds the clutch shaft can also be the issue.
