330U Steering Welsh Plug

I was told to replace the metal disk that popped out of my steering on the bottom side below the steering wheel shaft with a 1-3/4 welsh plug. I got the plug and it fits the opening but goes in only half way. A smaller dia ridge stops it from going any farther in. Should I get a 1-1/2 welsh plug and install that or is there something that I am not doing correctly?
