Farmall Cub Problem

I took a cub apart about 3 years ago, worked on it for awhile and an just now getting back to it. i had already put one differential back together (short side) and now i am putting the offset side together after a long period of time in between.
the brake drum where it sits over the woodruff key that keeps it in place is really loose, the shaft is smaller in diameter than the inside of the brake drum. and the shaft with the key turn inside the drum, no matter how much the set screw is tightened. it looks like perhaps it sheared the key at one time??? and spun on there, but surely not that much? am i putting it together wrong or is it in need of replacing? anyone got a good breakdown of this setup? any help greatly appreciated. thanks!!!
