Can't realy figure out your gear by your message. Could it be there was a hydraulic lift on the wagon that has been removed from the front which left the rear high? Can't figure out why the wagon wasn't level, especially rear end high. Can you remove the rear risers and make it level? Generally hay racks aren't bolted down but chained to provide a degree of flexibility. A picture or two would really help. Tell us more! Dick Davis
