A simple test to see if the cam is turning is to take the distributor cap off and turn the engine over with the starter. The distributor is driven off the cam, so if the rotor rotates, the cam is turning. It's not likely that ALL the plugs are so badly fouled that they won't fire. I'm expecting that you've got a timing issue, or a fuel flow problem. Pull some plugs and check them for wetness. Also, if the starter is turning the engine over and it won't start, pulling the tractor around the yard won't magically make it start. The only reason to pull start the tractor is if there is a problem with the starter.
